When the network on both ends is good but still voice quality is choppy then it could be because of the following reasons:
1. Communication Jitter: On old phones where the CPU is not enough capable it could lead to jitter causing a delay in the voice. All you have to do is close all the running apps on your phone for better call quality.
2. Background Noise: Background noise may lead to bad voice quality. Make sure to move to a silent environment and use a good pair of headsets for better audio quality.
3. Bad quality earphone: Sometimes user's earphone/headphone might cause problems, try to unplug the earphone and see if the audio quality improves.
